Both are a pair of skinny wimps but at least Steve had the heart if not the physicality, Bruce had neither so I'll say Steve takes it.

My first inclination was Bruce Banner easily.

Before his training and the SSS, Steve Rogers was a literal 80 lb weakling. But more than that, he suffered from crippling asthma and other ailments.

But even the current run is showing how much heart and fight he had pre-SSS. Unless Banner tapped into his childhood trauma rage, yea... Steve Rogers prolly would overpower him in a street fight. Weapons or otherwise.

But contests with strict rules like arm-wrestling and Greco wrestling? Steve would straight up lose.
