Can he clear?

If he is just fighting them one at a time he's reasonably lkely to clear. Admirals can at least hold their own with Emperors but they are firmly weaker than them (except for maybe Luffy who other than Buggy I would still say is the weakest Emperor; he did not defeat Kaido alone).

Big Mom and Shanks, his peers.

Blackbeard possibly, but I expect he's closer to Luffy than Kaido.

Mihawk, if he is a full peer to Shanks.

Maybe Garp, but he is well past his prime.

Dragon (by hype)

The Five Elders and Imu potentially (also by hype).

Of those the most solid case exists for Big Mom and Shanks.
