but luke has no beard, and for the imperials. Military units are not to kean on facial hair because, at least on earth, that it is not hygenical when you are out in the bush. Also you have to put on a gas mask and it wont shut thight enough if you have a beard.
As for the SW universe it seems like the empire follow stricht military agendas, clean cut, no beard, spotless uniforms.
