Actually I agree with you to a certain extend. If by "bums" you mean those guys who stand outside a 7/11 liquor store asking for spare change. Then the hell with them I don't support drunks or crackheads. But people who are not capable to support themselves (handicap or disable) then those people I'm willing to help.

One time this hobbo ask me for some spare change and I gave it to him. Guess what? He went straight to buy some liquor. Every since that day I stoped helping those jerks and now I only give my change to institutions in charge with helping low income families.
