than, check the quality, don't take the best quality cause that takes up kbs too

ive downloaded it but still dont know how to change the file size coz all ive done at the moment is change the pic size...

Changing the image size will change the file size when you save it.

but you can change the file size without changing te pic size.

Well he/she's using IrFanView which I've never used before so I don't know how it works or anything...I'm just making a general statement

i never used the irfanview either, but in photoshop it works both ways.

Any art program will allow you to change the size of an image, Photoshop is one of the best but there are free image programs out there you can search for them.

I use Irfanview.. not as good as Photoshop but its free.
