It's the title of a new board game which is supposed to be very popular in the UK and the US.

yep it's about the roman empire (according from what I have read it's kinda like Risk or AnA)

It is an abbreviation. And it is used on the standarts of the legions as a flag/symbol of the roman empire. Some people say that it was the official name of the roman empire. "Senatus PopulusQue Romanus" It means " The senate and the people of Rome"; wich are the origin and hierarchy of the Rome across of all the different systems of governation: Monarchy, Republic and Empire.
