Age in comics is not something that has ever been ironed out. It's something that has to be overlooked for the sake of the medium and better stories.

Bob Kane created him in 1939...after Superman. So he's 65 + how old he was around the time his adventures started...Year One's when he's about early-mid twenties?

It probably started him in his middle age or something, with the body of a 20 year old!
