I think High E is going to beat up Doom unless Doom gets prep. But even so he might he win High E isn't exactly stupid either

These are two of the greatest minds ever i mean who is smarter actually? Dr. Doom is the rival of Reed Richards but then you look at The High Evolutionary here is a guy who unlocked the secret of evolution, made his own planet, his own race of beings, has Dr. Doom even come close to any of these achivement.

But High Evolutionary is so good because he has superhuman powers...Doom is an normal human.
