means they've been banned

it would prolly mean that someone like Raz or a mod has castrated your power to pruduce a post

If a person has restricted for their title, it means that they have been an a$$hole, or spammed, or something along the lines of that so they get banned and are unable to post till the mods let them back on

or permanently banned from the forums
