I heard Apoc can gain strength from outside resources. What does that mean?

Just means that he can become as strong as he wants or somesuch. It's a description of his power in bios, but I don't think such power has ever really been shown or tested. He doesn't have a lot of feats of strength, preferring instead to blast people or turn into various weapons.
