those are the two I instantly think of, probably are more mentioned somewhere...
and actually, ... litterally there were 9 other 00 Agents introduced besides Bond in Thunderball

this is the definitive answer, got it from a site:
008: "Goldfinger", 008 would continue the investigation should Bond die, if Bond disobeyes in "The Living Daylights", M was going to recall 008 from a mission in Hong Kong.
In "Thunderball" there is a scene in an MI6 conference room, where every "00" section agent in Europe is apparently present at a briefing. There are nine chairs, which would seem to imply nine "00" agents, and Bond sits in the seventh from the right (presumably in line with his agent number "007"
.
"The Man With the Golden Gun": "Bill Fairbanks" -"002" - was killed in Beirut by Scaramanga whilst in the arms of a bellydancer.
Pre-credit sequence of "The Living Daylights": another agent - "004" - is murdered, apparently at the hands of a KGB assassin.
"Octopussy": 009: On a mission in East Berlin, the agent is murdered by the circus knife-throwing twins "Mishka" and "Grishka".
"The World Is Not Enough": 009 is the one who shoots a bullet into Renards skull.
003 appears in "A View To A Kill", having been killed in Siberia whilst attempting to smuggle a top secret microchip from a Soviet factory.
And of course in "Goldeneye", we have 006, Alec Trevelyan, the big bad guy.
