Roma is the guardian of the multiverse right or is it LT? Because her father Merlin was the original protector of multiverse and he passed that on to her. So what is it? Roma or LT?

Roma is a Guardian also, but she's more of a Guardian of multiversal travel, like a gate keeper. She protects the nexus of the multiverse. Tribunal is the Guardian of multiversal existence.

Tribunal is the Guardian of all multiversal existence.

Roma has had to ask the X men and Captain Britain for assistance on a few occasions (like when she was captured by Advesary).

When Tribunal becomes involved in a situation, that's normally the point of finallity (unless someone is wielding the HOTU). He's the last word before God must act.

First line of Excalibur comics - the term multiverse, omniverse is heavily mentioned, but highly exagerrated if you are trying to quantify Roma's status and power level to that of Living Tribunal; she was taken down by Adversary after all . Raze is better sorcerer than her. Also, our familiar 616 Galactus moved freely around the alternate Earths, so theoretically all this is revolving around the same universe despite Roma and everyone else's declaration during the Widget dimensional travel dilemma.

Roma was the guardian of the OMNIverse.

Her reference to omniverse is different than say the one brought up by the Marvel DC crossover. The many alternate Earths are accessible based on the energy matrix Merlyn tamed during the first encounter with Phoenix. She is a shadow to her father - the same that faked his own death to avoid an encounter with Necrom.
