Yep.
The most Shang Chi can do is match Batgirl (Cassandra) ending the match in a draw. That is the most he can do.

For example, in the Martial Arts tournament (that Karate Kid won) Shang Chi 100% deserved to be in the final since he is the best in Marvel when it comes to unarmed combat.
But in DC there are several martial artists who can at the least equal Shang Chi. For example Richard Dragon, Shiva, Cassandra, Kirigi, and Tsunemoto can arguably defeat Shang Chi. And even Batman might give Shang a run for his money. And obviously DC's Karate Kid is simply beyond Shang Chi in every imaginable way.

Anyways, Shang Chi is the man, and he is a top dog, but he is definitely not THE top dog.
