It's a anime cartoon there was 12 episodes it's about 4 years old

About A vrus that controls these machines it is hong kong in 2040 or somthing.I dont know if it was on tv or anything but I picked up the dvd with the 12 episodes for 10 dollars at the market.It was 40 brand new in the shops
