I looked through that comic issue (though didn't read all the
dialogue), and form what I can understand, her powers come
from futuristic devices, not from her own self.

Nor does she seem to have much superstrength, only flight
and travelling through time and space.

Still, those futuristic devices seem pretty powrful, so I say she
beats Wonder Man. If worse comes to worse, she can just
teleport him to another time and/or space.

But I guess she was just a one-shot deal.

she appeared a couple other times, but yeah although wonder man could kick her ass in close combat, she can probably use the machines

This bio is pretty close to his current powers. He can also alter his size like Erik Josten(Goliath,aka Atlas), but rarely does so.
