But the Flash is grounded and Majestic can fly, near light speed, no less.

Will those automatic speed drains effect guys like surfer genis? I don't think so. They both transcend light, and traverse the universe at speeds faster than light. Might work with Majestic, but I don't know.

Flight could still be considered speed, couldn't it?

I guess, any conventional movement using "regular" means would be considered speed ie Superman; it can be stolen unless it's powered by an outer source ie. Surfer, Genis...

Ok. I was thinking that the Flash trying to steal Surfer's or other cosmic level beings speed would result in failure.
