God like cable vs Hal (GL)

Hal simply stops time. Cable is ****ed.

cable has latent time control powers himself, according to some sources.

Hal can stop time now?? He's not Spectre in this fight. I'd be inclined to say Cable, but Hal would put up a heckuva fight.

Hal was always able to stop time as a regular GL. He did it multiple times.

I dont know much about Godlike Cable though. So i cant say who'd win.
