Two of the most powerful crime syndicates in a huge showdown. I personaly think that the Exchange would win because everyone knew of them, while only the really powerful people knew of Black Sun. They also seem to have more of an impact on an everyday persons life.

The fact that nobody knows of the Black Sun might be construed as superior power.

Interesting thread, however, I would have to say the Black Sun for almost the exact same reasons you said. They were able to keep there presence hidden from the public and be more powerful and hidden. Also there #1, Xizor, was the #3 man in the entire empire and a personal advisor to Palpantine. He was behind only Vader in the empire.
Another reason that I have is that in Darth Maul: Shadow Hunter, Maul talks about his last mission, it was to go in and weaken the Black Sun, apparently his master thought they were getting to powerful. Now if Sidious thinks something is to powerful for him, its got to be pretty powerful.
For those reasons, I think the Sun would win.

On the other hand the exchange just walks around commits crimes and nobody stops them, nobody can touch them. Doesn't that mean incredible power as well?

The Republic was in a bad state and not enough time to keep them in line.

Black sun was dissapointing imo, going with the Exchange as their monetary policies and economic understanding far surpasses the black sun.

Oh but going by feats they most surely do surpass the black sun. In a drawn out war the Exchange would drive the black sun's economy into a recession.

No...no they don't and really?.....No, more like the other way around. The Black Sun embedded itself in the entire galaxy, was in pretty much every organization in the galaxy. Their supplies and power were noted by Sidious as them being able to do anything they wanted, having limitless resources at their disposal...this before even the Black Sun's prime.
Infact, Sidious was disturbed at the thought that the Black Sun of all the organizations, could interfere with his plans and that an alliance between the Black Sun and his apprentice Darth Vader wasn't something that he wanted.
The Exchange was on the Outer Rim, Black Sun was everywhere, you do the math.
