Why is blaster fire slow enough people can duck it

It could be argued that blaster fire is indeed light speed as it is a laser, however by the time Starwars takes place humans have evolved to be able to react to and out maneuver light speed speeds.

Blaster fire can't be dodged, it's noted multiple times that human reflexes cannot dodge them. You'd need to be superhuman or a droid to actually do so.
