Dr Doom is a wild card but i guess it would come down between Captain Britain and High Evolutionary but you got to remeber Captain Britain has Excalibur that is a sword that is said to contain the power to reshape the cosmos i dont think even The High Evolutionary can go up against that, but He would come in second for sure.
