It's interesting that Palpatine's fighting style is Form 6. So much for it being 'the poor man's Form'.

Mace got pwnd by the lightning. And even if he did survive, where would he get a hand replacement? Everyone knows he was one of the main Masters on the Council. There's no where he could have gone before the Empire was formed. Plus..he would permanently be without lightsaber. Nowhere to make another one..
