This is from CBR, and supposedly, this is the all ecomposing power of a character. Not just raw power, but everything they bring to the table in a battle or fight.
Mental/physical weakness, willing to kill, morality and so on and so forth....

I think the ranking is a combonation of skill and power that's why someone like Punisher would get at least a 6. he lacks powers but his fighting and weapon skill still give him a decent ranking)

Still, I can't figure out how wolverine is as powerful as Iron Man.

Even though it includes ALL that the certain character brings to a fight.....so IM may be low because he's an alchy.

not just about power..it's skill..teamwork ability proberly has something to do with it too.

Yup, it's all encompasing skill with their own power, teamwork, morality, tacitical intellect.
If you are say, jubilee, and you are uber good at your own power, it'd rank you high.

Basically everything they can possibly bring to table in a fight.

Sentry>Hulk, but hulk can bring much to a fight.

someone like Jubilee could rank pretty high....that's scary.

Wolverine above Spider-Man (and Thing?!). Pffft! The wall-crawler can work with a team too, and a punch or two from Thing would wallop Logan into lala land, healing factor or not.

based on skills and brains those guys aren't that strong.
think young gohun at the beginning of DBZ he was strong as hell but he lacked fighting skill and knowledge.
powers sure they're too notch..but the scale not just about power
and it only goes to 10 plus. I think it's an odd scale any way
