Who's more Powerful?

Quasar. There are limitless stores of energy in the Quantum bands. He just doesn't know how to use them at optimum efficiency.

But if he doesnt know how to use them at an optimum effiency is he still the most powerful here?

Potentially.

In reality Majestic would probably win. Without Superman's magical weakness, and being at least Supes' equal in every other way (sometimes better) he'd beat the crap out of Cpt. Marvel (Shazam). And while Quasar has the 'potential' to be the most powerful I doubt it would happen.

The Quantum Zone has unlimited energy.The extent to which the bands can draw the energy has a upper limit.They are like a hose connected to the ocean.The potential is unlimited,and limited at any given time:it would be very difficult to extinguish a forest fire.And the bands consume their energy store when they have cannot recharge:in the New Universe Quasar consumed the energies of the bands and had to use the starbrand to return home.
It is true though that he could use them much more efficiently.

What Digi said. Majestic has no magic weakness and moves too fast for Quasar to react. He takes it after a good fight.
