During the war they would rotate troops, supplies and vehicles on and off the front lines, so when a clone wearing armour from ep 2 would get a break or be transferred, he'd be given the new armour, and so forth...

thats all it woulda taken guys...

Also the point of changing their armour was to get them to ressemble stormtroopers even more. Lucas thought it would be good to show the evolution of the troopers from Ep II to the OT.
You have to admit, the troopers in Ep III look awesome. Ep II troops don't.

Ep II looked alright but III was awesome.

But, to be honest, with what this place has turned into, I really couldn't care less if I was banished from this place... I spend waaaaay too much time here anyway.
