I think Liquid because he almost matches Snake and Snake beats all of them. Volgin has 10 milion volts inside him though but Liquid survives falling down from and exploding helicopter, getting blowed up from inside metal gear, getting ass kicked by snake and falling down from metal gear a couple of hundred feets and then getting shot and crashing with a car until the desieas finally kills him.
