I think he can use it. I think that force lightning his formed outside the body don't afecting the user so I pretty much believe he could. in the OT only in ROTJ we see the emperor using it. But just because we don't see it doesn't mean he can't.

He would have electricuted himself and Lucas only invented Force lightening in time enough for the Emperor's scene.
