Fate.
Zatanna is powerful, but she lack experience and knowledge and a hell of a lot more shit to face a heavy hitter like Fate.

She potentially can one day be as powerful as Fate....maybe, but not now.
Fate is in Strange's league, they both are way above Zatanna.
