Any kind of electrical weapon should do it. A sound-based weapon would probably work too (sound travels faster through water than air).

and if he cant find an electrical weapon?

He'd need prep and information on the people he's fighting.

Otherwise, he'd take out Hobgoblin before Carnage kills him.

Well it depends on where the fight takes place. If it's a city, he can use power lines and the like.

Example; Deathstroke sees some power cables. Throws his sword (or any kind of bladeed weapon), it slices through cables, Hydroman fires water blast, Deathstroke dodges, cables fall on Hydroman, ZAP!
