He is the son of the Kree/Earth hero Mar-Vell and the Titanian Eternal Elysius. They aren't completely genetically compatible, so he was bred in a lab using Titanian Super Science, and was artificially aged to relative maturity (my guess is he was physically about 18-20 when let loose upon the galaxy) and given a childhood's worth of false memories.

For powers, he seems to be more Kree than Titan, taking after his father more, he's naturally stronger than the average human, and using photonic energy to augment his strength, he can press about 15 tons. Not a vast amount, but it gives him added durability and whatnot, so he can hang out with the higher crowd. His real power lies in energy manipulation. Using a pair of Kree nega bands, he can manipulate photonic energy, which allows him to tap into pretty much any energy source, to manipulate or redirect it. It gives him more mundane abilities, such as creating energy force fields, energy blasts and discharging it to fly, but since he can manipulate energy everywhere, he's also pulled off some more interesting stunts. He manipulated the electrical impulses in people's brains, he absorbed all of the energy around a Skrull soldier, leaving a near vacuum around his body and freezing him solid.

He also has cosmic awareness, it clues him into the grand workings of the universe, he can use it to divine a person's true nature and their future, it acts as a warning sense, and much more.

He's from Saturn's moon Titan, he was more or less grown there in a test tube by his mother, the Titanian Eternal Elysius. I detailed his powers above.

The nega bands grant him to manipulate photonic energy and energy from the negative zone to enhance all his physical abilities to superhuman levels, create blasts of light, concussive force, energy of great destructive abilities, force fields, bend time and space to teleport himself without being detected, fly faster than lightspeed, he also possess cosmic awareness, and can absorb solar energy to further enhance his physical abilities.
