Does he make it to Doom? If so, does he conquer his country?

I'm going to say no. Apocalypse is overhyped (Doom is too, but more deservedly so). Everything Doom has achieved has been a result of his own hard work and genius. Everything Apocalypse has is a result of stolen/acquired technology.
Apocalypse probably kills a Doombot and thinks it's Doom. Then as he walks away he's disintegrated and his atoms are dispersed through time and space.
