I think she's just saying how her best friend (who presumably is the same age as her) is engaged to get married, but Phoe herself has never had a serious long-term boyfriend.

Yay, I'm smart my friend who's engaged is only about 2 and a half weeks older than me They have no plans to actually marry any time soon, though.
