What's on Mars to take over?

1. Begin terraforming as many currently uninhabitable planets as possible to make them livable.
2. Scour the galaxy for inhabitable planets. Inhabit them.
3. Mix populations. Racism ucksays my ickday.
4. Give everyone a fixed amount of shelter. You have a house, now filling it is your problem. Food does not come with said home, so work is still required for survival. (Communism rules on paper, btw)
