The Presence is another name for the Crown. The power of creation that which the avatars tap into via their mutation is from the Crown. The Crown rules over all avatars it directs and regulates them in their phoenix work. Therefore the Presence wins over Phoenix.

The Phoenix Force/Consciousness is the energy of the Crown so a matchup versus the Presence doesnt make sense.
