Krona. We have proof of him doing it on panel. Hyperion claimed to have done it but then the all of his showings in the comic didnt support him being anything more than herald level.

Krona, after he beat Galactus he beat Grandmaster holding many artifacts that make you godlike...IG, Spear of Destiny, Worlogog...
