There's usually some sort of saturated milk in the chocolate, which is why milk chocolate melts faster than bitter or semisweet chocolate.

because the heat breaks down the cocoa butter in the chocolate this makes it a liquid.

(the cocoa butter is put in to temper the chocolate i.e make it solid)
