Need a name......
I cant remember the name of anime film .
Heres what i can remember
People live in a slum like world , while People who can actually make a difference (eg those who can help or have unique skills) are taken to a floating city . If the ones who aren't chosen want to go they must pay a sum of (something like) 1,000,000 £/$/currency (not exactly sure)
Cyborg's roam most of the planet as well . They can be created and parts are grown . Except for spines (which cant be grown for some reason) .
