i need to know the name of this film because i want to buy it to complete my fairytale collection but i forgot the name

it came on regular television around the year 2000 i think

basic television either abc upn nbc etc

it is a movie

it came on for either 3 or 4 nights because it had part 1 of 1 or something

when it first came on the starting song was :im wishin on a starrrrrrr to follow where you areeee and it was sorta a nightime new york city view of buildings with lights.

The character was a caucasion female. sorta between the ages of 18-22

She had one scene where she was in a snow white atmosphere

there was a evil lady or witch.

there was someone sleep

i think she was being watched thru a mirror or something

there was a scene where there was a lot of ice and the sun shined thru and made rainbows

There was a tree i think it talked i cant remember

it was sort of a fairy tale theme and there was a cat i think there was a prince

this is all i can remember please help me or if you need more info type post more and i can try to think or more info or details to explain it better
