OKay, I just noticed that when I posted the message everything was kind of mixed up so I will just give it away.
The secret message simply says: Congradulations
How to decrypt the message: The dots below(or supposed to be below) each word tells which letter in the word is to be used. Example: 3 dots in the word "can" would be the "n".
The number above each word tells which position the letters should be in.
