Max Dillon, mostly known as Electro has got potential and he showed it during the first issues of New Avengers, he attacked RAFT prison which was made of titanium reinforced with low level adamantium and still Electro was able to blow up a good portion of it.Still able to fly without Cap or Spidey or a huge group of SHIELD agents doing nothing to him, he was surrounded by a enormous column of energy.
List of what he can do.
-Send short circuit brain sinapses through jamming brain impulses
-Crete electrical energy shields to blow up or fry enemies or defend himself.
-Boost his strenght, durability and speed with his electricity.
-Emit high amounts of electricity for offensive purposes.
-Levitate and fly at considerable speeds.
-Enhance the heat in the air for various effects such change water into vapor in an instant.

He can also control magnetism at some degree.

And is he taking all of them at the same time, or one-on-one? If all, then he won't get past New Warriors. If one-on-one, he will have problems with Namorita, because she has same powers then her cousin, her strength is only weaker (she's a woman). And we all know that Namor can absorb electricity as much as he likes.
