I believe it's a piece of armour.

I've just started reading 'Fathom' and it's great!

Aspen Matthews and she can control water.

the armor looks like its made out of fish bones or some such. probably ceremonial or ornamental. the guy had a much more intricate set in the scan near the middle of the first page.
