Batman doesn't need powers to take care of a corrupted city as Gotham. Metropolis would be like vacation for him. What superman is unable to do with all his powers, Batman would do without them. With Superman's powers Batman will clean up Metropolis in a couple of weeks, and take vacation the rest of the year... Is not a matter of powers, is a matter of brains and guts...

This is more to see what would happen if supes had fighting abilities, He has always just relied on brute strength. Who could take this batman with supes powers down...?

He takes the Multiverse .

First he beats Lucifer with heat vision , then go to marvel kill L.T at lightspeed.

Actually maybe you should split the question into two, i.e.:

a) What is the fastest speed Superman CAN reach within Earth atmosphere?

b) What is the fastest speed Superman WOULD DECIDE to reach in Earth's atmosphere?

Superman (and I am talking about the current post-crisis version and not the uber-potent pre-Crisis deity) can go at far faster speeds in the atmosphere than he normally does (normally he seems to go at low mach speeds, when he wants he boosts it up to higher mach ....think hypersonic ....speed levels. However normally when he goes 'fast' he is at supersonic speed).

However he can go FAR FAR faster than that, and for that matter DC has shown him TACITLY going faster than light speed (for example when he flies to the sun in seconds .....anything less than 8 minutes from Earth to Sun is faster than light speed).
However (taking out the tacit component) officially Superman (current post-Crisis) is supposed to fly at a fraction of light speed. Now, that is immensely fast (which is funny because a month or so back some poster was saying he can 'ONLY' travel at a fraction the speed of light, as if that is 'slow').
Anyways, in space he is seen going anywhere from a fraction light speed all the way to several times light speed.

Now, why does he not go faster in the atmosphere?
From a 'real world' perspective if a super-dense body went at such a high velocity (anything close to lightspeed, or for that matter very high hypersonic speed) the oxygen component of air would reach its ignition point.
In essence he would set the atmosphere on fire through friction caused by his super-dense body going too fast in a fluid environment (air).

The Flash can go far faster without any problems because he is connected to the Speed Force (from what I have gathered from Flash comics it seems as if the SF does away with such types of friction). Thus the Flash can go as fast as he wants.

However if Superman goes above a certain speed he basically ends up killing everyone around him by igniting part of the atmosphere.

For that matter even at far LOWER speeds (think hypersonic, even low hypersonic speeds of around Mach 5 - 6) Superman flying low over a city should cause shockwaves that would basically:

i) Tear apart the eardrums of everyone within a several mile radius.
ii) Give everyone within a certain mile radius a severe concussion that would either knock them out cold or (if closer) outright kill them.
iii) Cause a vacuum-effect whereby the negative pressure basically sucks all the air from the bodies of everyone within a several mile radius. BTW any military guys here should know one of the effects of napalm. While the main effect was grotesque burns (the only thing similar would probably be 'Whiskey Pete' ....i.e White Phosphorous), napalm had a secondary effect whereby the ignition would suck all the air in the area and just kill people in some rather weird ways.

Thus Superman does not even have to go at full speed in the atmosphere ....hypersonic speed 'only' would be more than sufficient to basically cause a huge swathe of destruction.
Faster than that and you are looking at the sky literally turning into fire.

Conclusion: Superman can go far faster on Earth ......however the faster he went (without PIS/CIS) the greater the likelihood of causing severe damage. To the extent that he could literally go fast enough to simply start dropping people just by moving within a several mile radius.
(Which is why I always laugh when 'some' claim that characters like Wolverine would BEAT, or for that matter even be a challenge, for Superman. There are several characters that would be good matches for Superman, and several who would easily beat him .....but people like Wolverine, Spiderman, the Thing etc are simply not anywhere NEAR his league).
