Its basically because of that lame ass show we all hate "The Batman" has made it illegal for Batman's villians to be shown on JLU or any other DC related show.

Who care's? What is the point of embargoing characters. Last time I checked Corporate media over exposed ass much as they could.

I guess also since Aquaman appeared on Smallville, he can't appear on JLU either.

Yeah, its pretty ridiculous that we can't see...well, anyone but Joker and Clayface.
