I would say Magneto, but he is more an anti-hero. We sympathize with him for his life experience, even if we don't agree with his actions.

I can't believe Zemo (Helmut) isn't gettin' any respect in this thread.....

he fooled the entire world with the Thunderbolts

he beat the hell out of the Avengers with the Masters of Evil

he ruled an alternate earth with the Thunderbolts (even after they knew he was a d**k he convinced them to let him be in charge)

he killed the alternate world version of himself in order to get a new body

he's as dangerous as Doom (especially now that he has those moonstones)

the guy just plain kicks ass... plus his mask is cool
