Cassandra Nova has greater resourses. Legion would likely fall victim to her strengths and become a subject to her.

Legion is a stronger telepath than Xavier, who is Nova's equal.
Even in the beginning, when Xavier first met a David who was completely nuts and consciously unaware of his powers, he was only able to deal with him thanks to the help of Moonstar.
And Legion has other resources than "only" telepathy. He is a telekinetic and a pyrokinetic and has "absorbed" Destiny and her powers.
Cassy is awesome, but i have to give this to David.
