Street level are usually melee characters that don't fly or have uber powered blasts. They resort to physical attacks or other various weapons since they don't have strength like say a person who can press 30 tons or long range energy attacks and flight.

Sebastian is clearly street initially. It's just he can absorb kinetic energy to become more powerful
