Can't tell. Judging by her mini-series, Zatanna doesn't really have limits besides her will to make it so. Raven's full potential has never been truly realized.

I'll go with Zatanna for the simple fact that Raven is a jobber and the fish nets is a big plus for Zatanna.............drool
