True, true. And actual events, and theorised events (like that whole "the US knew about the plan to attack Pearl Harbour and let it happen so people would be motivated to war"

are nothing new. A dishonest, ethically wrong thing to do perhaps, but something that seems to work.
Of course this didn't actually happen, and whether they plotted it or not, well, as far as I know, there is no crime in plotting, or considering ploys. Whether it was planning painting planes, or planning to falsify pictures to make it look like Saddam was eating babies, if it didn't happen then it doesn't really count, except on voting day.
And there seems to be logical problems with such a plan - firstly, how would they have got Saddam to shoot down the plane if the war hadn't started (when he had enough trouble shooting them down when it had started)? And it would have been scuttled quickly, I mean, if a false UN plane got shot down, and Bush started yelling about that, the UN would have quickly said "Hey, it's not our plane, maybe it belongs to the guy who is yelling so much about it"
