Who would win this battle?

Anakin from ROTS or Colonel Volgin from Metal Gear Solid 3 Snake Eater.

How could Volgin possibly hope to beat Anakin?

What are Volgin's weapons?

Volgins electricety would draw itself to Anakin's lightsaber (because it's made of steel) and disable it. Then his electricety would draw itself to his arm (because it is also made of steel). Also Volgin's body carries an electric charge of 10 million volts, he could fry Anakin easily.

His physical strenght is better than Anakin's too. He can without effort punch through a wall, shoot bullets from his hands, and jump several meters up in the air. He can electrify the floor, and his own boddy. He can also shoot bullets around the whole room.

Anakin's lightsaber woulden't hold on long in this fight, he has the force though. But I seriousley doubt he could make any big progress with it. If he can parry Volgin's lightning with it, he still can't do anything else than parry. Volgin can go on shooting lightning forever, while Anakin would only become more tired and weaker.

Volgin also has an armor that protects him pretty well and has survived being blowed up in a tank. (Not really blown up, but the tank stopped working, the controls blew up and it's engines laid off, and Volgin came out with blood all over himself). He also managed to take some bullets in his body too.

I think he got a pretty good chance.
