Superman almost has a religion based around him, he's almost a god to alot of people...

Superman by far.

Not to mention that it's not just in Metropolis... or on Earth, he's revered as such around the universe.

If it's just America, I think I would give it to Cap. Universe wide, it's Supes.
But Cap is likely more popular in foreign countries. Because he tries to be the diplomat. Sometimes, Superman makes other world leaders and people uneasy; when he decides to play God with human destiny, on occasion.
