Theoritically speaking Stringray should win this beucase with his suit he is almost on par with Namor strength and speed-wise. I'll give this to Stringray. Most of Batman's standard weapons ouldn't do anything to stop Stringray. Batarangs, flash bangs, even tasers would have no effect and all Stringray needs is one well placed hit

He lifts like 40tons.

Ok, I remembered some of his appearances, but after checking out his profile there should be no way that Batman w/o any sort of prep should be able to beat him
